The Qatar Racing & Equestrian Club (QREC) is approaching a new era following the Decision of HE the Minister of Culture and Sports, Salah bin Ghanem Al Ali, adopting the new statutes of QREC, having reviewed the Law Governing Sports Clubs. The new statutes include 41 articles governing work at QREC and the relations between QREC and all stakeholders. It supersedes the Decision no. 2 of 1987 of the Supreme Council for Youth Welfare and any provision any provision contrary to the provisions of this Decision.

The introduction of the new statutes makes reference to the establishment of QREC as a sports club established by the State for an indefinite period. It further states that the QREC’s statutes has been adopted in accordance with the provisions and rules established in this respect, including Article no. 53 of the Law Governing Sports Clubs of 2016 and its amendments under the Law no. 12 of 2018.
Al Mohannadi: Supporting QREC
HE the QREC Chairman, Issa bin Mohammed Al Mohannadi, lauded HE the Minister of Culture and Sports’ Decision adopting the new statutes of QREC. “First of all, we would like to thank HE Salah bin Ghanem Al Ali, Minister of Culture and Sports, for the attention and support paid to all club”, he said “HE the Minister is keen to provide the proper environment, which contributes to the development of the activities of the club, including QREC, which brings about plenty of benefits for Qatar’s sports under the leadership of HH the Amir, Sheikh Tamim bin Hamad Al Thani.

The new statutes of QREC identifies the Ministry of Culture and Sports as the entity supervising QREC. It describes a participant in QREC’s activities as anyone who is licensed to benefit from the QREC’s facilities and participate in its activities. It also refers to QREC’s role in promoting and enhancing the equestrian sport, in all its disciplines, by various ways, including the establishment of equestrian schools and training academies, holding races in Qatar and overseas, registration and issuance of licences related to horse affairs in accordance with the QREC’s terms of reference and organisation, supervision and participation in local, GCC, Arab, regional and international championships.
Types of Participation
The new provisions of the QREC’s statutes identify the types of participation in QREC’s activities. These include three types: the active participant is a Qatari or a person residing in Qatar who is licensed to benefit from the QREC’s facilities and participate in its activities; the associate participant is a Qatari or a person residing in Qatar who joins QREC for a definite period of time; and the honorary participant is a person whom QREC Board decides to grant them this capacity for their valuable services to the State or QREC. There are also conditions identified in the statutes for anyone wishing to participate in the QREC’s activities.
Benefits and Obligations of Participants
Besides, a participant is granted special benefits, including participation in QREC’s activities and programmes, use of QREC’s facilities in line with the QREC Management’s regulations and decisions, access to QREC at the times established by the QREC Management and submission of written proposals to the QREC Management regarding the development of the QREC’s activities and programmes. In return, the obligations of participants include taking part in achieving QREC’s goals, compliance with the QREC’s statutes and internal regulations and payment of all dues.
Formation of Board of Directors
The Board of Directors manages the QREC’s affairs. It is formed of a chairman, a vice chairman and not less than three or more than 7 members. The decision appointing the board and identifying their term is issued by the Minister of Culture and Sports. The Board undertakes a set of terms of reference, including approving and supervising the implementation of the QREC’s strategic plan and appointing the chief executive officer after having obtained the approval the supervising entity. We wish the Board all the best in taking decisions in favour of achieving the QREC’s vision to promote Qatar as a world hub for horse racing and a leader in the pure Arabian breed, developing the QREC’s activities, working towards enhancing the global standing of Qatar’s equestrian sport in line with the valuable support and attention from the wise leadership”, concluded QREC Chairman.
